Cursor: the pointer's appearance does not add an action

cursor selects the pointer shown over an element. cursor: pointer can suggest interactivity, but does not turn ordinary text into a working link or button. [1]

Choose the appropriate HTML element and provide the action separately. Check keyboard operation too: users without a mouse gain nothing from a changed cursor. The visual signal should match actual behaviour.
