In brief
The archaeological ensemble does not begin with the Roman rule.
Useful to know
Dougga, or Tuga, was an important Libyan-Punnic center before the Roman period. Later, the city flourished under Roman and Byzantine rule. UNESCO presents it as a well-preserved example of a small Roman provincial town. [1]
When reading the plan, separate the pre-Roman origin from the buildings formed in later periods. The place on an elevation also participates in the urban composition. Observe how the public remains connect to the surrounding terrain, rather than reducing the city to just one photographed facade or its most famous monument.
