scroll-behavior: smooth doesn't manage every scroll

scroll-behavior sets the scrolling behavior induced by navigation or corresponding programming API. The smooth value allows a smooth transition instead of an immediate jump. Manual scrolling is not determined by this property. [1]

Example: html { scroll-behavior: smooth; }. If the target is an internal panel, the rule should be on its scrolling container. The browser determines the duration and can ignore the effect. Provide appropriate behavior in a reduced-motion preference; fluidity is an addition to navigation, not a condition for the link to work.
